Arriva just provide the buses that Merseyrail ask for as per the contract, dont forget they may have a few buses parked up in a row which seems overkill but Merseyrail pay for a number of buses to sit around on standby all day for use incase of a breakdown or overcrowding, usually one (sometimes more) at each end of the route theyre running however not always the case, sometimes just one end. I think they have standbys at Hooton and Chester this time around.
