Hi could someone help me understand this page i have found online? i am trying to work out when each tender is up and am also trying to work out when the liverpool - wigan via st helens line us up, any help will be great

Two rail franchises have been opened up to bidders, the first invitations to tender since the fiasco of the West Coast franchise contract last year.

Invitations have been issued to tender for the Essex Thameside franchise and for the combined Thameslink, Southern and Great Northern franchise.
