The fourth track is part of the Northern Hub proposals, which are being implemented by 2019. So between 2014 and 2019 there will be three lines.

Also, concrete bases for masts have now appeared between Huyton and Eccleston Park.

When reading on the internet when first mooted the plan was for three lines , but had heard that the plans changed to four lines after the Northern Hub proposals had gone through.

The initial plan is for three lines through Roby and Huyton, and when the hub is completed, then a fourth line (on the far disused platform) will be built IF DEEMED NECESSARY at that time. AFAIK this is not a definite at the moment.
Interestingly, the two current lines will both be Liverpool bound, and the new third (and possible) fourth line will be Wigan/Manchester bound, completely different from the layout in BR days
