Taking down Victoria Street Car Park would be a good start and replace it with a few bus stands for cross rivers (thus reducing the number of buses on the lower part of Sir Thomas Street by around 30 buses per hour (2 stands on the car park land for the ones which start there and then 2 stops on Victoria Street for the services which start on Cook Street). This also then provides a drop off point meaning 9 less buses per hour wanting to use Whitechapel. Then replace Dawson Street taxi rank with bus stops for the Bootle services which terminate at Whitechapel and start at Sir Thomas Street. This then leaves Sir Thomas Street completely free of stopping buses and provides more layover on Crosshall Street and Victoria Street (with VE not being needed as cross rivers can use the proposed Victoria Street Minihub).

Just this somewhat small change would take bus stops off Sir Thomas Street, reduce the amount of buses over the Queen Square/Whitechapel junction, increase layover close to Queen Square and speed up bus journeys for all routes. You could probably relieve most of the congestion just doing that!.

That is before you look at traffic lights and junction priority.
