I think it falls down do health and safety.
We used to do it when I was at school and knew the driver of our school bus quite well, but as a driver I know realise how dangerous it is.
If nothing else its distracting to the driver, his full attention should be on the road!

I understand what your both saying, but often it's not just one child, it's quite a few stood up near the front/on the stairs, and I'm pretty sure it's a legal requirement that they should be sat bums on seats with seatbelts considering a seatbelted coach is used rather than your average joe unseatbelted bus with standing capacity
