It's more expensive because if you bring fair trading into it, Stagecoach should (and maybe do...) have to bid a substantial high for a route compared to a local independent for them to be playing the game fairly. However, Stagecoach has a multi-national income so to keep a tender is like throwing pennies into a pool to them. It's only fair that local independents have a decent shot at it. Then you have to bring in stuff like 'environmental impact' of the vehicles being used. It's easier for Stagecoach to bring in a Euro5 Enviro200 than it would be for the likes of SLT or Jim Stones. :P I'm not talking on fact, just common sense really.
