There are not sufficient deckers for a full service on the 20/21 due to some being allocated to Chester and Rock Ferry.

I also suspect that the 20/21 has single-deckers allocated at quieter times to reduce the incidents of vandalism on the top deck which hasn't, unfortunately, disappeared.
