Council tenders are usually going to go the lowest bidder, unless there's questions over whether the lowest bidder can run the contract to the required specification. Prior to accessibility requirements it was very common for coach hire companies and taxi companies to bid for the rural and low usage routes, often using things like old Mercedes 709Ds.
