The Cheshire East counter-proposal that never was

I just found this counter-proposal for the Cheshire East bus review which ended up with the 27, 88, 188 and 289 merged in to one reduced frequency contract and the 200 withdrawn. I understand at least some councillors were in favour of the counter-proposal. It's amazing to think it was actually a half-way house between the old service level and the current service level. And how an overall service cut could have been used to improve through journey opportunities. I wonder how much more patronage there would have been if it had gone ahead.
