Gives Scotrail (Sleepers and Fife workings) and Arriva Trains Wales a bit of flexibility in case of a loco failure. East Coast also use them for the static "Thunderbird" duties on the ECML. The problem has never really about having enough locomotives, it's always a lack of suitable carriages for them to haul!
